Preheat oven to 400°. Lightly spray a baking sheet with oil.
In a large skillet, brown ground beef on medium heat for 5 minutes, breaking into crumbles as it cooks. Drain the fat and add taco seasoning packets and water according the package. Simmer for 5 minutes more and remove from heat.
Layer the sheet pan with tortilla chips, ⅔ of the cheese, diced peppers, black beans, and corn. Top with the taco-seasoned beef and the remaining cheese.
Bake for 8-10 minutes, until heated through and the cheese has melted.
Remove from the oven and top with diced tomatoes, cilantro and lettuce.
Notes
Serve with sour cream, salsa, and guacamole on the side.
